Careful financial planning and rigorous accounting are important for every public agency, and CCDC is no exception. Joey leads the Agency’s financial and administrative affairs, which include financial policies & procedures, accounting, annual budget, financial audit, bond financing, day-to-day operations of the Agency, Board relations, and employee relations - all critical to the mission of promoting high-quality development supported by public streetscapes, transportation, recreation, and open-space investments.

Joey joined CCDC in July 2014 as an accountant and was promoted to controller in November 2014 and then finance & administration director in February 2021. Prior to joining CCDC, Joey was an account manager for RDG Filings Inc., where she honed her skills in interactive data and financial reporting for public companies. She spent five years as an accountant for Hooper Cornell PLLC providing tax services, preparing financial statements and performing audits for private companies, not-for-profit organizations, and governments.

Joey spent her childhood in China but fell in love with the United States when she moved to Idaho to attend Boise State University. After graduating with a bachelor’s degree in accounting, Joey decided to stay in her adopted home. Joey is a licensed Certified Public Accountant and a graduate of Leadership Boise. She is fluent in both the Mandarin and Cantonese dialects, and is active in Boise’s Chinese community, serving as the volunteer treasurer for the Idaho Chinese Organization since 2012.
