In 2000, property owners in the Old Boise area submitted letters to CCDC expressing interest in including Old Boise in an urban renewal district. There is a concern that Old Boise will suffer a decline in its vitality without the resources provided by urban renewal. Overall, property owners and CCDC want to maintain and enhance the vibrancy of Old Boise and see it as an important part of downtown. The CCDC Board and the Boise City Council have accepted an eligibility report for Old Boise/Eastside concluding that the study area meets the criteria in Idaho Code for urban renewal activities. As of December 2002, CCDC has held three community meetings to discuss a master plan for Old Boise/Eastside, including current study area conditions, a development concept, and how urban renewal resources might be applied. In addition, CCDC has conducted a workshop to discuss how the draft development concept relates to historic buildings in the study area. CCDC has hired Zimmer Gunsel Frasca Partnership and Leland Consulting Group as consultants to assist with planning, design and real estate market analysis. CCDC has and will continue to conduct community meetings to encourage discussion with the public regarding the master plan, expected to be completed in Spring 2002. The City Council will make the decision about whether to adopt an urban renewal district for Old Boise/Eastside following completion of the master plan.
